
During his 26-year active duty career, Phil advanced from Navy Seaman to Commander. His first operation was rescuing Cuban exiles in the Florida Straits who were escaping Castro’s brutality for freedom in America. Phil went on to fly reconnaissance in the Cold War and combat support in Desert Storm. He provided strategic advice to senior leaders in Washington, London, and NATO.

From protecting our nation from extremists to providing early warning data to commanders fighting forest fires in seven states, Phil has the experience the US House needs to solve our most urgent problems.
In 2021, Phil founded the George Washington Initiative, a nonprofit that fights disinformation and misinformation with combat-proven military tactics. Teams of volunteer citizens, engineers, campaign professionals, and military veterans banded together to form America’s first “information civil defense force”—essentially political organizing and information warfare expertise combined to defend truth and democracy.
After Russia’s 2022 invasion of Ukraine, Phil completed dozens of humanitarian delivery aid missions to refugees, doctors, churches, veterinarians, animal shelters, and military personnel in government-controlled areas across Ukraine. The aid consisted of food for people and animals, medicine, surgical equipment, other medical and veterinary supplies, hygienic supplies, blankets, clothing, a generator, a washing machine, and a mobility scooter. Phil believes that Ukraine’s survival, independence, and prosperity as a democracy is in America’s national interest.


Phil and Sue, his wife of 27 years, are blessed with two daughters who are thriving in the United States and England. They all love and visit Florida often.
